Adopt PolKit RBAC backend.

The idea is mapping desktop privileges to RBAC, e. g.:
"hal-storage-removable-mount" -> "solaris.device.mount.removable"
and use chkauthattr()

Since HAL is obsolete, it need to be ported to Udisks and Upower.
